We believe in finding the best talent and keeping them. Our current average length of service for a full time employee at Carter is over 14 years. That's not just the office- it's field crew as well. We believe this experience working together allows us to better deliver results that exceed our client expectations!

Cynthia Carter
PRESIDENT

Cynthia is a Fort Worth native, a TCU Neely School of Business graduate and an avid tennis player. She has been in construction since the 1980s and brings the knowledge that only decades of experience can provide.

Gary Carter
VICE PRESIDENT, OPERATIONS

Gary grew up in West Texas and earned an Engineering Degree at Texas Tech University. He works directly with his teams, developing and training them, to ensure quality from the top down. He is a rancher, classic car enthusiast, and enjoys competition BBQ.

Christina Bush
VICE PRESIDENT, ADMINISTRATION

Christina graduated from the University of Alabama and came to Carter in 2017 after managing sales and operations of businesses ranging from 5MM - 20MM. She is a 4th generation Fort Worth native, and enjoys gardening and rescue animals.

Gary Rotan

Gary Rotan is a _____ veteran and retired school superintendent. He intimately understands the importance of delivering the best value and highest quality project to our customers. He enjoys travel and spending time with his family.

Tracy Welch
BUSINESS DEVELOPMENT

Tracy retired from his coaching career after over 2.5 decades as the most winning football coach in Lake Worth ISD history. He understands the unique needs and budgets that individual programs need, and is a partner to help clients make their dream facility a reality!

Phillip Harrell
PROJECT COORDINATOR

Phillip is a engineering graduate of University of Texas at Arlington. He brings over two decades of construction experience to every project and has the expertise to deliver the highest quality projects to our clients. In his free time, he enjoys sailing at the Fort Worth Boat club where he serves on the board.

Robert Carter
FIELD LIAISON

Robert Graduated from Tarleton University and has worked at Carter since he was a teenager in the field during the summer. In his free time he can be found on the lake, fishing from his kayak.

Andy Klundt
AP & OFFICE MANAGER

Andy is a graduate of the University of Texas Austin where she was active in many on campus organizations. She brings an unparalleled attention to detail to the office. Andy strives to learn a little more every day, and enjoys fine arts.

Federico Marquez
SUPERINTENDENT
 Contact Federico

Federico "Moro", has been with the team since the 1990s. He is an expert in identifying obstacles and creating viable solutions. You can be sure, and roadblock you may encounter, Moro can solve it. 

Martha was found dumped outside of the office and has been a loyal companion since 2018.

Frances can usually be found assisting in Cynthia's office. She was rescued by Animal Hope Fort Worth. Animal Hope seeks to rehabilitate companion animals with traumatic injuries, or in need of some behavioral correction that municipal shelters generally do not have the time or resources to place.

Bella is the newest team member, and is a "foster fail" from Saving Hope Animal Rescue. Saving Hope strives to not only help animals but educate the public and the community on how to do better.
